Purpose of Role: The Leasing and Tender Director is responsible for the design and delivery of tender and leasing activity across Marine sectors, with particular focus on the commercial and technical aspects of The Crown Estate’s Offshore Wind leasing rounds. The role also leads Marine’s bilateral leasing approach (end-to-end), ensuring consistent drafting positions, robust governance, and that leasing clauses deliver on Enterprise priorities in accordance with the Strategic Delivery Plan and supporting frameworks.
Reporting to the Delivery Director, the overall purpose of the role is to lead end-to-end tender design and delivery (from market engagement and documentation through evaluation, award and mobilisation), ensuring initiatives are commercially robust, operationally deliverable, and aligned to Marine’s strategic objectives. The role is accountable for the delivery and operation of the Prospect Evaluation Framework (PEF) for Marine, working in partnership with the Strategy & Operations team who own the content and evolution of the PEF.
The post holder will support the Delivery Director in orchestrating the end-to-end tender and leasing execution process, including bilateral lease negotiations where applicable, driving competitive advantage through effective stakeholder management, high-quality tender and lease documentation, and disciplined delivery controls. This includes ensuring delivery is in accordance with The Crown Estate’s value creation framework, compliant with vires and procurement requirements, and aligned with Marine’s strategic objectives.
Main accountabilities:
Lead the Leasing and Tender Team to design and deliver tender and leasing initiatives across all Marine sectors, with an emphasis on Future Offshore Wind
Tender design & delivery: Accountable for the end-to-end design and delivery of leasing rounds and tenders, including market engagement, process and governance design, documentation production, evaluation approach, decision-making forums, award and contract mobilisation.
Leasing commercial design: Collaborate with future leasing and commercial teams to define how TCE will commercially structure lease participation, change control, Agreement for Lease (AfL) and Lease between developers and TCE, including alignment with National Grid, planning and CfD processes structures, developer payment structures, and risk apportionment.
Leasing framework & operating model: Own the leasing framework model and operating rhythm, including the execution plan, systems procurement/setup, controls, and internal/external alignment.
Bilateral leasing: Lead the design and delivery of bilateral leasing across Marine, including negotiation strategy, playbooks, clause positions, approvals, and consistency of drafting across sectors, ensuring alignment with Marine strategy and risk appetite.
Accountable for the delivery and operation of the Prospect Evaluation Framework (PEF) for Marine (implementation, governance, user support and continuous improvement), providing a consistent service to portfolio managers for ad hoc leasing projects. Ownership of the PEF framework (policy, methodology and overall direction) sits with the Strategy & Operations team.
Support Future Offshore Wind Team: Provide senior commercial advice during tender design and ensure tender design remains aligned with TCE’s commercial objectives.
Ad-hoc commercial support: Provide senior commercial advice and support to the offshore wind team, including on previous Leasing Rounds.
Establish clear operational and commercial standards to streamline tender design and delivery processes, embedding lessons learned and continuous improvement.
Responsible for quality assurance and overall integrity of tender and leasing processes, ensuring compliance with vires and procurement requirements.
Most important skills based requirements:
Leasing & Tender Experience
Experience in the offshore wind industry.
Up-to-date knowledge of the UK offshore wind sector, including current pipeline and operators, consenting, and grid issues.
Knowledge of the wider UK energy market, including the contracts for difference scheme, OFTO regime, and other relevant legislation.
In-depth understanding of tender processes, commercial design, and procurement strategies. Familiarity with operational excellence frameworks and continuous improvement methodologies.
Previous leadership and management responsibility.
Strong negotiation and contract management skills.
Robust experience in risk management and compliance.
